The 6th APRU Distance Learning and the Internet (DLI) Conference will be held at Far Eastern National University (FENU), Vladivostok, Russia, from 4-7 October 2005. The sixth in its series, the conference aims to bring together leading, international distance learning experts from academia, business and public sectors. The theme for this year is "Linking People through Information Technology Education". The sub-themes for the Conference are namely: 1. Content development in distance and blended learning 2. Infrastructure, technology trends and challenges 3. Cultural exchanges through distance learning 4. Student issues in distance learning and the Internet Issues addressed at the Conference will include e-learning content and quality assurance, credit transfers, online degree recognition, aspects of infrastructure such as video-conferencing, technology-enabled learning, technology trends and challenges. APRU FELLOWS PROGRAM As announced in January, the 6th APRU Fellows Program will be co-hosted by the University of British Columbia (UBC) and University of Malaya (UM) from 14-27 August 2005. Based broadly on the theme of "New Directions in Asian Studies: Ethnicity and Nationalism Before and After the Digital Age", this intensive two-week program will comprise an interesting line-up of activities to engage inquiring minds and to establish long-term collaboration between faculty members from APRU member universities. This year's program will include interactions and presentations by researchers in Asian culture, historians and immigration experts. There will also be visits and field trips to places of rich heritage involving stimulating discussions. The first week of the program (August 14-20) will be hosted by UBC and the second week (August 21-27) by UM. The Fellows Program provides a unique opportunity for fellows to extend their intellectual capacities in a multidisciplinary environment and to connect with outstanding junior faculty members who are their counterparts from top research universities around the Pacific Rim. 7. APRU RESEARCH SYMPOSIUM "Earthquakes Hazards Around the Pacific Rim - Prediction and Disaster Prevention" on 14 March 2005 The symposium will be held jointly with the Association of East Asian Research Universities (AEARU) and hosted by Kyoto University from 31 August to 2 September 2005. Please find the attached preliminary program of the research symposium. Student participation in this symposium is encouraged and awards are available for student posters. There will be optional activities on the third day. Examples of such optional activities are: workshop on tsunami and earthquakes, student session, a walk along the Hanaore earthquake fault, and sightseeing of Kyoto city. U.S. DEPARTMENT OF EDUCATION REPORT SUPPORTS DISTANCE EDUCATION A program that exempts certain institutions from the "50 percent rule" has been a success and should be significantly expanded, according to the U.S. Department of Education. The rule, which bars federal financial aid from students attending institutions that either offer more than half of their courses online or enroll more than half of their students in online programs, was implemented to act as a check on diploma mills and other shady online degree programs. According to a report from the Education Department, those schools that have been granted exemptions have seen enormous growth in enrollments, particularly of less affluent and nontraditional students. The rate of growth in access to education for those groups prompted the department to call for an immediate expansion of the program to 100 institutions, up from the current cap of 35, and for the end of the 50 percent rule when the Higher Education Act is renewed, either this year or next. While pleased at the increased access to education that relaxing the rule has led to, many higher education organizations said eliminating the rule would be unwise. Becky Timmons, director of government relations at the American Council of Education, said, "One enormous opportunity for abuse in distance education is rapid expansion." KEIO UNIVERSITY SUMMER SCHOOL AT UNIVERSITY OF WASHINGTON < http://www.apru.org/activities/studentmobility/> Keio University's Summer School at University of Washington is now open to APRU Universities. Keio University is opening its existing institutional summer program, to be held from 20 August - 10 September 2005, to enrollment by students from other APRU member universities. ?The Human Systems in the Pacific Northwest Bioregion Program? for Keio University students at the University of Washington has been created through collaboration between the University of Washington Program on the Environment and International Outreach Programs in consultation with Keio University. It is an intensive three-week course on environmentology, designed to introduce students from a wide range of academic and professional interests to issues and challenges encountered in an urbanizing area with plentiful natural resources. The program includes lectures, workshops, discussion, as well as a visit to the University of Washington Friday Harbour Lab Research Facilities on the San Juan Islands for seminars and hands-on experiences. Keio University would like to invite 3 exemplary students from member universities to participate in this pilot initiative taken by an APRU member university to open its existing summer programs to other APRU universities. The selected students will benefit from this opportunity to experience and interact in an intellectually-stimulating and culturally-rich learning environment. The total fees, which include program fee, accommodation and meals, amount to US$3258.85. Do take note that the closing date for application is on Friday, 10 June 2005. ELECTRONIC CONGRESS OF ELECTRONIC ATLASES The next ECAI meeting will be 1-2 November 2005, hosted by the University of Hawaii in Honolulu. This will be a joint meeting with the Pacific Neighborhood Consortium (PNC) and we expect to explore a number of important new issues as well as continuing the discussions already underway. Please make a note of this date on your calendar. Luce Project: Religious Atlas of China Work continues on the collection of place name and feature type data for the Religious Atlas of China. The Chinese names are being collected under the auspices of the University of the West, in Los Angeles, and then will be passed along to the Harvard Historical GIS for China, >, to be included in that source. The Tibetan place names are also been listed by a team at the Berkeley campus and transferred to the Tibetan and Himalayan Digital Library at the University of Virginia, . ECAI will work to provide links between all of these sites as the project matures over the next year. Austronesian Cultures in Taiwan The ECAI web site reports the ongoing work of ECAI's Austronesian team, under the leadership of Scholar David S. Blundell. Dynamic online maps depict recent field work on the ancient cultural and linguistic ties between Taiwan and the Batanes Islands of the Philippines. This work was supported in part by grants from the UC Berkeley Shung Ye Museum of Formosan Aborigines Endowment Fund. The fund came to the University through the generosity of the N.W. E-LEARNING XML EDITOR (eXe) The eXe project (e-learning XML editor (eXe)) is developing an off-line authoring environment to assist teachers and academics in the publishing of web content for learning without the need to become proficient in HTML or XML mark up. Content published using eXe can be imported into a SCORM compliant LMS. The eXe project is an open source software project being developed by the University of Auckland with funding from the Tertiary Education Commission of New Zealand.
